Workforce Development Fund 2018/19

If you are an adult social care employer in England, you can claim the Workforce Development Fund to help towards the cost of your employees completing adult social care qualifications. The Workforce Development Fund (WDF) 2018/19 is a funding stream from the Department of Health disseminated by Skills for Care. It focuses on the achievement of qualification units and supports the ongoing professional development of staff across the adult social care sector. There are changes taking place to learning and development within the Adult Social Care sector.  Specifically the move from the Qualifications and Credit Framework (QCF) to the Regulated Qualifications Framework (RQF) and from apprenticeship Frameworks to apprenticeship standards that have been implemented by the government.  These changes will have some implications for the Workforce Development Fund from the 2018/2019 funding year.  Further information can be found on the Skills for Care website – Link below:

We summarise below some key changes to the Workforce Development Fund 2018/19:

  • Skills for Care will not fund all health and social care RQF qualifications so it will be important to check the Funded qualifications and learning programmes list as to what will be funded.  The list includes details of the awarding organisation and the qualification number.  Funding is only available for the qualifications specified on the list.
  • RQF focuses on the achievement of full qualifications, so in 2018/19 both QCF and RQF qualifications will be funded at qualification level only.  This means individual units cannot be claimed and qualifications will be claimed when completed.
  • For all qualifications the evidence required to support claims will be a copy of the learner’s certificate, although for QCF qualifications this will still need to include the full unit breakdown.  Unit summary sheets will not be accepted as evidence in 2018/19.
  • 2018/19 will be the final year for claiming QCF qualifications.  This means that if the qualification is not completed, certificated and claimed in 2018/19 it will not be funded through the Workforce Development Fund.
  • The 60 credit limit will no longer be in place in 2018/19, but will be replaced by a financial limit which allows the qualification on the Funded qualifications and learning programmes list, with the highest funding value, to be claimed for a learner within a single funding year.  A maximum of £1,200 can be claimed per learner per funding year (April to March).

The Leeds Care Association encourage and welcome new partners to the Workforce Development Fund, particularly from micro/small and medium Adult and Social Care Providers. We also have a number of larger Adult and Social Care Providers, to whom we also offer our support in claiming funding towards the cost of training. However, please note that the Leeds Care Association operate a capping system, to ensure that funds are distributed evenly and fairly irrespective of the size of the organisation.

To Claim Funding

To enable Leeds Care Association to claim funding on behalf of your organisation for training provided to your employees, we will require the following information in respect of each candidate:-

As mentioned above for the 2018/19 contract we will only be able to accept certificates.  Unit summary sheets are no longer accepted as evidence.

QCF qualifications will still need to include the full unit breakdown.

Copies of certificates being used as evidence must contain the following information:-

 

  • Candidate name
  • Candidate registration number
  • ULN Number (Unique Learner Number)
  • Unit codes as per the acceptable units list for QCF qualifications
  • Name of units completed
  • The date of the certificate must fall within our advertised dates for the funding year i.e. 1st January 2018 – 31st March 2019 for 2018/2019 contract
  • Name of awarding organisation
  • Qualification Number
